JOB DESCRIPTION



JOB TITLE:   PASS Program Facilitator

 

REPORTS TO:  Senior Program Manager

 

UNIT CLASSIFICATION: MSDRS

 

PRIMARY PURPOSE:

 

The Program Facilitator serves as a liaison with school districts, students, staff, community members, parents, and others to establish cooperative effort necessary to support the PASS Program, credit accrual, and/or student activity efforts at the state, regional, and local level.  Major activities include providing technical assistance, conducting program monitoring and trainings, preparing training materials and publications. The Program Facilitator will have frequent contact with the local education agency (LEA), state and regional migrant education program (MEP) staff, vendors and other partner agencies.

 

ESSENTIAL FUNCTIONS*:

 

  1. Assist in the development of new programs/activities, evaluation of program services and activities, and development of an improved understanding of existing programs for migrant youth.
  2. PASS Training, Correspondence and Publications:
    1. Create communication, marketing and training strategies to include program branding, various types of correspondence, and development and/or updates to supporting materials.
    2. Provide technical assistance to districts via phone, online virtual platforms, and/or in person.
    3. Make referrals for districts needing PASS program design.
    4. Assist with preparation of a wide variety of program promotional and training materials in Spanish and English and in an ADA compliant format (e.g., reports, bulletins, curriculum, memos, letters, handbooks, flyers, brochures, videos, electronic email campaigns, PowerPoints or Google slides, etc.) including proofing and formatting.
    5. Conduct PASS webinars, workshops, and trainings.
    6. Track PASS staff training status and send status correspondence.
    7. Work to develop data reports available to aid in monitoring progress towards state goals for completion rate and student mastery.
    8. Prepare and send correspondence via email, mail, and/or other platforms.
  3. PASS Curriculum Maintenance:
    1. Manage, track, and respond to curriculum maintenance concerns.
    2. Conduct scheduled curriculum maintenance or development including support with translations, database entry, proofing, and/or formatting.
    3. Facilitate updates to print and electronic master curriculum file copies. Support with distribution of new and/or updated course materials and notification to LEA and MEP staff.
    4. Monitor MSDRS course curriculum copyrights and reproduction copyrights from contributing authors/agencies.
  4. PASS Program Operations
    1. Review internal and external policies and procedures and update as needed.
    2. Design, troubleshoot and/or test, and facilitate maintenance and/or enhancements to a new and/or existing PASS database and/or applications.

 

OTHER FUNCTIONS:

 

  1. Facilitate maintenance and archival of all documentation and/or filing related to PASS program correspondence, policy, and student records.
  2. Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the office.
  3. Other job-related duties as assigned.

 

WORKING RELATIONSHIPS:

 

Reports to Student Support Services Coordinator. Interacts regulars with other administrators, MSDRS staff, vendors and other program employees.  Also has extensive contact with other migrant education program LEA staff, test scorers, Educational Service Districts staff, OSPI staff and various program partner agencies and organizations.

 

WORKING CONDITIONS:

 

The daily work is performed in an office setting. The job incumbent is often required to: sit for prolonged periods; be exposed to computer display terminal for prolonged periods; and stand for prolonged periods. The incumbent is sometimes required to: attend evening or weekend meetings or activities; lift or carry heavy objects; deal with distraught, angry or hostile individuals; be exposed to high noise levels and meet externally imposed and inflexible deadlines.

 

The usual and customary methods of performing the job’s functions require the following physical demands: moderate lifting, carrying, pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling; and significant fine finger dexterity.





QUALIFICATIONS:

 

Successful job incumbents will demonstrate a level of knowledge, skills and abilities as listed below.

 

Education and Experience:

Associate of Arts Degree or two years of experience working and communicating effectively with a diverse group of people in a variety of settings, including educational and/or community-based settings.

Experience in planning, implementing, and evaluating projects.

Strong written and oral communication skills.

 

Required Knowledge, Skills and Abilities:

Ability to travel throughout Washington State for meetings, staff development, conferences, and trainings.

Ability to analyze migrant student data and follow up with school district staff.

Ability to initiate and perform job duties with initiative and minimal supervision, handle and manage several activities and project simultaneously, and maintain a flexible work schedule depending on the workload and project timelines.

Ability to organize and track project progress, manage details, and maintain positive outcomes.

Ability to operate various office equipment (copiers, printers, telephone equipment, etc.)

Strong knowledge and experience using Microsoft Office Suites software programs, Zoom, Filemaker Pro, Adobe Suite software programs, Filmora video editing software, etc.

 

Preferred:

Bilingual in English and Spanish

Bachelor’s Degree or higher education

Experience working with migrant youth, families and/or a former migrant student.

 

Licenses/Special Requirements

Valid Washington State driver’s license.

Driver’s liability insurance (Washington State Minimum).

Meet minimum requirements for working with children in schools.

Ability to travel for work related activities.
